What Is an EHCP and Do I Need One? A Plain-English Guide for Parents

What an EHCP actually is
An EHCP, which stands for Education, Health and Care Plan, is a legal document written by your local council. It describes your child's needs, the support they should get, and the results everyone is working towards. The key word is legal. Once your child has a plan, the council must provide the support it lists. A simpler form of help in school is called SEN Support, which does not need a plan. An EHCP is the next step up, for children who need more than the everyday help a school can give on its own.
Signs your child might need one
There is no single rule, but some patterns come up again and again. Your child may need an EHCP if school is trying hard but the gap between them and other children keeps growing. Or if they need support that costs more or takes more time than a school can usually offer. Or if they have needs across more than one area, such as learning, speech, movement or emotions. You do not need a diagnosis to ask. What matters is the level of support your child needs to learn and feel safe.
How the process starts
Anyone can ask the council for an assessment, including you as a parent. You do not have to wait for the school to do it. You write to your local council and ask for an EHC needs assessment. The council then has six weeks to say yes or no. If they say yes, they gather reports from people who know your child, such as teachers, doctors or a speech therapist. From your first request, the whole process should take no longer than twenty weeks. Keep copies of everything you send.
What to do if you feel unsure
Feeling unsure is normal. Many parents worry they are asking for too much, or not enough. You are not. Asking for an assessment is your right, and a no at this stage is not the end. You can always ask again later, or appeal. Write down what you see at home: the good days, the hard days, what helps and what does not. These small notes become powerful evidence later.
